Sir,
With reference to paragraph 5 (xiii) of the Colonial Secretary's letter to Mr. C. H. Ross of 15th. March, 1912, which formed enclosure 6 to Sir F. Lugard's Despatch No. 96 of the same date by the terms of which the Government were to retain the Police Basin for three years from the date upon which the sum of $432,618.28 was paid over, I have the honour to inform you that the balance in favour of the Wharf and Godown Company was paid over on 17th. June and that it is therefore necessary now to make other arrangements for a slipway for Government launches, for carpenters' sheds and store, for a coal shed, for quarters for Chinese employe- -es and for a shed for undesirables all of which are at present accommodated within the area agreed to be transferred.

I accordingly submit a plan for a repairing and coaling depôt, etc., on the reclamation now in progress in front of Kowloon Marine Lots 29-31, Yaumati, in connection with the construction of the Harbour of Refuge. Particulars and estimates of the various items are as follows:-
(1). Pier. A T-headed pier capable of taking a large launch at the end and a small launch on either
